Information for participants of the International Scientific Transport Forum

Dear colleagues,

The International Scientific Transport Forum is scheduled to be held at the Tashkent State Transport University in Tashkent, Uzbekistan from May 27 to May 30, 2024. This event is renowned as the largest industry gathering in the region, aimed at fostering collaboration between governmental institutions, academia, and businesses to address pressing issues within the transport and road construction sectors, while also enhancing the investment appeal of Asia. Moreover, the Forum will offer an online format to accommodate participants from various countries and cities. It is imperative that at least one member from each group of authors attends the event in person.

The key themes of our yearly transportation forum include economic and logistical operation planning, traffic flow management, establishment of novel micro and macro transport routes, transportation safety, harmonization of international legal instruments in the field of transportation and logistics, and standardization in legislative processes.

The intensification of trade between countries due to globalization and integration processes worldwide has underscored the importance of enhancing transportation infrastructure and establishing new transcontinental transit routes. This dynamic necessitates both the advancement of transport communication networks and the alignment of regional transport systems with the global transport framework. Various initiatives are being proposed to drive forward transportation projects, with particular emphasis on initiatives like the revitalization of the Great Silk Road corridors. The establishment of cross-border transport corridors highlights the need for a well-coordinated regional transport system to ensure operational efficiency. Interconnected transport corridors play a pivotal role in fostering interstate transport relations, with the efficacy of these relations contingent upon the optimal utilization of the transit potential within the Central Asian transport system.

The upcoming Forum will address topical and relevant issues not only in the transport sector, which includes transport infrastructure, transport industry, transport means and management, but also in related fields of theoretical and applied knowledge — logistics, oil and gas industry, legal support, new technologies, economics and financial literacy as a supplementary field, political science, environmental studies, education and training future specialists, etc. as transport is one of the largest backbone industries with close links to all elements of the economy and social sphere. The efficiency of the transport sector determines the performance of other industries and therefore the economic well-being of the country.

With the development of the transport industry, numerous countries are currently initiating and executing various large-scale international and national projects, such as One Belt One Road (Belt and Road Initiative), the China-Kyrgyzstan-Uzbekistan railway line, transit ports and multimodal transport corridors. The 454-kilometre China-Kyrgyzstan-Uzbekistan railway project is designed to connect the railways of China and Uzbekistan through the territory of Kyrgyzstan and then link them with the European railway network via Turkmenistan, Iran and Turkey as part of the New Silk Road transport system. Countries implementing such programmes in Central and Southeast Asia include China, Uzbekistan, Kazakhstan, Kyrgyzstan, Mongolia and others. The primary objectives of these initiatives are to establish connectivity between Asia, Africa, and Europe via both land and sea routes, enhance regional integration, foster cross-border partnerships, boost trade activities, and drive economic development.

Forum Objectives:

The primary objectives of the forum are to enhance the operational efficiency of the transport corridor by collaborating with Chinese partners. This collaboration aims to address various aspects such as providing discounts for goods transportation within the People’s Republic of China (PRC), aligning rail container transportation with road transport, and enhancing the throughput capacity of the logistics center in Kashgar. These efforts are intended to achieve the following goals:

**Reduce Cargo Delivery Times**:

The forum aims to streamline processes and infrastructure to decrease the time required for delivering goods along the transport corridor. By optimizing routes and enhancing logistical operations, the goal is to expedite the delivery of cargo.

**Enhance Competitiveness**:
By making the new transport route more efficient and cost-effective, the forum seeks to attract international trade participants and make the corridor a competitive option for transporting goods. This involves offering attractive terms, improving services, and ensuring reliability in transportation operations.

**Conduct Comprehensive Socio-Economic Analysis**:
The forum undertakes a thorough examination of the socio-economic landscape in the regions of the republic. This analysis includes assessing the resource base, production capacities, transport infrastructure, and logistics potential. Insights gained from this analysis inform the development of Regional Investment Programs (RIPs) on an annual basis.

**Facilitate Regional Investment Programs**:
Based on the findings of the socio-economic analysis, Regional Investment Programs (RIPs) are formulated and endorsed by the Government Commission. These programs are designed to stimulate economic growth, infrastructure development, and investment opportunities in the regions of Uzbekistan. The Ministry of Investment, Industry, and Trade of the Republic of Uzbekistan oversees the implementation of these programs with coordination and support.

Additionally, the forum serves as a platform for activities related to international treaties and intergovernmental agreements in the transport sector, including negotiations, revisions, cancellations, and ratifications.

Moreover, significant progress has been made in Uzbek-German cooperation, with notable achievements such as the successful launch of the first block train along the multimodal transport corridor “China – Kyrgyzstan – Uzbekistan.” The growing partnership between Uzbekistan and Germany is evidenced by the increasing trade turnover surpassing $1 billion by the end of 2023, along with substantial German investments amounting to €913.2 million being utilized in various projects and initiatives in Uzbekistan.

A representative of Tashkent State Transport University participated in the 19th international exhibition «Transport and logistics — TransLogistica Uzbekistan 2023»


On November 1 of this year, a three-day international transport and logistics exhibition began in Tashkent, where the leading companies of the transport and logistics sector gathered at the site of the national exhibition complex «Uzekspomarkaz» and demonstrated the latest trends and innovations of the industry. At this exhibition, Dean of the Faculty of Aviation Transport Engineering of our university D. Rikhsiyev, Head of the Cargo Department of the airline «Uzbekistan Airways» S. Agzamkhodjayev, Manager of the Commercial Department of LLC «Uzbekistan Helicopters» U. Usmanov, «My freighter» and «Centrum air» financial director of airlines M. Mamadaliyev and head of passenger charter transport department F. Muratov, general director of «Qanot Sharq» airline Pak Moisey and financial director Sh. Abdugaffarov, representatives of «Globaltest» company A. Toshpolatov and He negotiated with P. Zenkov, representative of «Honco» company N. Shilikova and others.
During the exhibition, opinions were exchanged about the training of personnel for the aviation industry, their requirements and currently available jobs. The representatives of all organizations and companies emphasized that there is a high demand for professionals who know foreign languages.
